The approach to the culture-development relationship in the National Development Agenda until 2030 in Cuba

Abstract

This research work takes as its starting point the vision of culture as a component and mediator at the same time, of the development processes of the multiple facets of society, following the contributions of Anthropology, Sociology, Cultural Studies and other related disciplines. With the general objective of assessing the approach to the culture-development relationship in the National Development Agenda until 2030, we first identify weaknesses in the approach to this relationship in the aforementioned National Agenda, and then we make a preliminary analysis of the Mayabeque Socio-Cultural Development Program, which has a poorly integrated approach to culture in development. Through the application of document analysis, content analysis and in-depth interviews to specialists, the following are described as essential weaknesses: the majority treatment of culture as a formal participant, also product or result, of development processes, which limits its possibilities of transforming contribution in practice. Some alternatives for strengthening this link are proposed.
